Green by Design, Civic in Purpose
CMPB
91 Hillview Link, Singapore 669723

As the nation’s primary point of contact for citizens entering National Service, CMPB is more than an administrative facility; it is a civic threshold where individual journeys transition into collective identity.

Located on Upper Bukit Timah Road, CMPB pieces the full spectrum of national service functions under a single, coherent environment. In a departure from the typical institutional building, CMPB acts as an open campus organised around a central ceremonial stairway that guides enlistees, families and staff through three ascending zones: Play, Live and Work. Courtyards, community spaces and daylit halls introduce spaciousness and openness into the secure compound, softening the boundary between institution and civic life, at once transparent and resolute.

Refined, robust and contemporary, CMPB’s architectural language draws upon Singapore’s modernist and tropical heritage. Angular forms and strong, bold lines embody a sense of order that is complemented by a clean, minimalist approach, articulating efficiency and modernity. Vertical concrete fins and deep eaves mitigate solar heat gain and animate the façade with light and shadow. Its core is the Beacon façade — prefabricated concrete panels interwoven with brick to form the State Crest — which anchors the campus as a symbol of national unity, conveying harmony in structure and embedding collective identity directly into the material language of the building.

Environmental stewardship is woven throughout. Achieving BCA Green Mark Platinum Super Low Energy, CMPB achieves 47% energy savings through a combination of passive design and high-performance and energy-efficient systems, reflecting long-term operational sustainability. CMPB reimagines one of Singapore’s most symbolic civic institutions as a human-centred, sustainable and transparent architecture of care, community and connectivity.
